Listing out stringent norms for layout permissions, the Hyderabad Metropolitan Development Authority (HMDA) has decided to enforce new norms for layout developers to make arrangements for complete stoppage of best place to buy kamagra jelly 3 000 farright use of plastic in the layouts, provide underground storm water drainage system and underground ducting of all utilities and services before securing layout permissions.
In a circular (No 1/plg/HMDA/2019) issued by HMDA metropolitan commissioner Arvind Kumar, HMDA said that apart from layout rules, 14 other rules and conditions need to be complied with by layout developers before seeking approvals.
The decision to incorporate more norms was taken in the wake of several layouts being developed in the metropolitan region without proper infrastructure facilities such as proper drainage, electricity and drinking water facilities.
However, the circular did not mention the date from which the new norms would come into effect.
According to the circular, developers have to make arrangements for water pipelines to the main trunk connecting pipelines under Mission Bhagiratha and Hyderabad Metropolitan Water Supply and Sewerage Board (HMWS&SB).
“For layouts above 10 acres, the provisions should be made for Sewage Treatment Plant(STP) earmarking separate areas for disposal of waste, while septage treatment for less than 10 acres layouts,” the circular said.
Since the state government has been providing facilities for pedestrians in the city, the new layouts should also have footpaths paved with tiles, cycling tracks and avenue plantation with the median (for 60 ft and above wide roads).
With the city facing a problem over disposal of solid waste, HMDA has made it mandatory for the developer to earmark space for disposal and dumping of solid waste within the layout. “In addition to mandatory open space, a bio-compost unit should be developed in accordance with the Telangana Solid Waste Management rules. A mechanism for source segregation of garbage should be put in place,” Arvind Kumar said.
Meanwhile, developers and builders are up in arms against the HMDA for keeping files pending for the past one-and-half months, since metropolitan commissioner B Janardhan Reddy was transferred.
They said the planning department has not been clearing files saying there is no regular commissioner and the in charge commissioner is coming to HMDA only once a week. “The planning department officials are asking us to come after elections and we don’t understand the link between the elections and approvals,” a developer, whose file is pending in Medchal, said.
